Lou was born, raised and educated in Washington County.  He attended Immaculate Conception High School and Washington and Jefferson College.  He started his 30-year law enforcement career when he attended the Pennsylvania State Police Academy in 1991.  He was promoted to Corporal in 2002 and served as a Patrol Unit Supervisor, Criminal Investigation Unit Supervisor / Major Case Team Supervisor and then with the Bureau of Criminal Investigation – Drug Law Enforcement Division – Western Interdiction Unit Supervisor.  During his career with the State Police, he was involved with, investigated and supervised many high-profile incidents including homicides, public corruption, kidnapping, officer involved shootings, plane crashes, complex drug investigations and executive service details providing protection to Presidents, Vice Presidents and heads of state.  

 

Some of the incidents include site security and evidence collection at U. S. Air flight 427 crash site in Hopewell Twp.  On September 11th, he was sent to Flight 93 crash site in Shanksville, Pa for site security and evidence collection.  Assistant squad leader with a mobile field force at the G-20 in Pittsburgh.  Executive detail / inner security at the National Governors Convention and the Democratic National Convention.

 

Lou has been awarded several commendation medals from the Pennsylvania State Police and has been recognized by the Pennsylvania House of Representatives for bravery during an active shooter incident.

 

After retiring from the State Police with an honorable discharge, he became the Deputy Director of Public Safety at Washington and Jefferson College.  He then joined the Peters township Police Department where he was promoted to Corporal.  Lou is also an active member of the Washington County District Attorneys Drug Task Force.

 

During his 30-year career, Lou has constantly been training and providing instruction to other Law enforcement. He is a certified firearms instructor in pistol, patrol rifle and shotgun.  He also instructs the use of less lethal shotgun munitions.  In 2005, Lou was certified as one of the first Drug Recognition Experts in the state.

 

The Sheriff is the chief law enforcement officer of the county and is called upon in times of riot, strikes, patrolling duties, courthouse security, and the transportation of prisoners, juveniles, and mental patients. Other responsibilities include, conduct the sale of real estate and person property, serve civil processes, PFA’s and subpoenas, issue license to carry concealed weapons, licenses to sell firearms and licenses to sell precious metals, serve warrants, provide prisoner transportation, provide security for the courthouse and county parks, enforce court orders, enforce the laws of the Commonwealth and to uphold the Constitution of the United States and Commonwealth of Pennsylvania.

 

Lou is endorsed by the Washington / Greene Labor Council, International Association of Firefighters #5292 - North Strabane, International Association of Firefighters #2218 - City of Washington, Sheet Metal Workers Union #12, Iron Workers Local Union #3.  He is also an endorsed candidate by Firearm Owners Against Crime and Gun Owners of America.  He is the ONLY candidate in the Sheriffs race who is endorsed by police unions representing Law Enforcement Officers in Washington County – Fraternal Order of Police 47, the Pennsylvania State Troopers Association, Fraternal Order of Police Fort Pitt Lodge #1 - City of Pittsburgh Police, the Teamsters 249 and the Teamsters Joint Council.
